The Franklin Center is charged with ensuring the delivery of human services to low income and unemployed residents of Beaver County. The center, located on Franklin Avenue, assists approximately 5,000 clients annually through various programs housed at the center. Approximately 40% of the clients served live in Aliquippa, while the remaining 60% live in neighboring Beaver County municipalities. Services provided at the Center include utility assistance, health awareness programs, medical care, mental health counseling and literacy. Franklin Center of Beaver County administers many programs and provides outreach, referral and coordination of many others that include the following:
Dollar Energy
The Dollar Energy program helps low-income consumers who are facing termination of utilities. Help is also available if clients need to fill out forms for LIHEAP or CRISIS. The majority of clients are the elderly and young families with children. During visits for energy assistance, the Center assists clients with other needs including PACE, Senior Citizen Rent/Tax Rebates, insurance forms, property tax forms, financial forms, and job placement assistance. The goal is to help local residents begin on a pathway to self-sufficiency.
BC Scores
The Franklin Center also houses an office for BC-SCORES (Beaver County’s System of Care: Optimizing Resources, Education and Supports). BC-SCORES is a collaborative efforts to develop a comprehensive system of care for adolescents (ages 10-21). BC-SCORES serves at-risk families whose youth are already involved with the juvenile justice system or have a co-occurring mental health/substance abuse disorder. BC-SCORES is also a partnership between Beaver County and the federal government as a forensic service pilot in the Co-Occurring State Incentive Grant (COSIG) for the treatment of persons with co-occurring substance related and mental disorders.
