The Franklin Center

         

        

The Franklin Center is charged with ensuring the delivery of human services to low income and unemployed residents of Beaver County.  The center, located on Franklin Avenue, assists approximately 5,000 clients annually through various programs housed at the center.  Approximately 40% of the clients served live in Aliquippa, while the remaining 60% live in neighboring Beaver County municipalities.  Services provided at the Center include utility assistance, health awareness programs, medical care, mental health counseling and literacy.  Franklin Center of Beaver County administers many programs and provides outreach, referral and coordination of many others that include the following:

 

 

Dollar Energy

 

The Dollar Energy program helps low-income consumers who are facing termination of utilities.  Help is also available if clients need to fill out forms for LIHEAP or CRISIS.  The majority of clients are the elderly and young families with children.  During visits for energy assistance, the Center assists clients with other needs including PACE, Senior Citizen Rent/Tax Rebates, insurance forms, property tax forms, financial forms, and job placement assistance.  The goal is to help local residents begin on a pathway to self-sufficiency.

 

 

BC Scores

 

The Franklin Center also houses an office for BC-SCORES (Beaver County’s System of Care: Optimizing Resources, Education and Supports).  BC-SCORES is a collaborative efforts to develop a comprehensive system of care for adolescents (ages 10-21).  BC-SCORES serves at-risk families whose youth are already involved with the juvenile justice system or have a co-occurring mental health/substance abuse disorder.  BC-SCORES is also a partnership between Beaver County and the federal government as a forensic service pilot in the Co-Occurring State Incentive Grant (COSIG) for the treatment of persons with co-occurring substance related and mental disorders.

 

The Franklin Center also hosts meeting and office space for the following agencies:

 

  • The Primary Health Network-providing medical and behavioral health services;
  • The Office of Vocational Rehabilitation-providing assistance to people with disabilities;
  • S.P.A.L.M.C.’s GED Program-providing preparation for the general equivalency diploma;
  • Beaver County Children and Youth Services-providing foster care visits in a safe neutral environment;
  • Beaver County Retired and Senior Volunteer Program-providing volunteer opportunities for seniors 55 and older;
  • Lawrence County Senior Services-providing work placement and experience for seniors 55 and older;
  • Project Star-providing foster care and adoption services;
  • Holy Family Social Services-administering the Duquesne Light Customer Assistance Program (CAP)
  • Beaver County Behavioral Health Base Service Unit-providing assessment and assistance to clients with mental health/mental retardation disabilities;
  • IRS VITA Site-providing free income tax service for those who qualify for the earned income tax credit (EITC) and/or the child tax credit (CTC);
  • Public access to the internet via 5 PCs in the Franklin Center
  • Beaver County NAACP

The Franklin Center is funded in part through PA DCED and Beaver County Behavioral Health.
